Hironaka proved in 1968 that the Chow groups $CH_d(X)$ are generated by smooth subvarieties if $d < \frac{12}{\dim X}$ and $d\leq 3$. The aim of this lecture is to explain how to prove this for all $d < \frac{12}{\dim X}$. Joint work with C. Voisin.
